On 31 August 2026 two pieces of news landed that look like different subjects. The European Commission classified ChatGPT as a search engine. And OpenAI announced that advertising inside ChatGPT had reached $1 billion in annualised revenue. They are the same story told from two places — and together they change what “showing up in AI” means.
What the European Union decided
The European Commission designated ChatGPT as a VLOSE — Very Large Online Search Engine — under the DSA, the EU's Digital Services Act. Reddit and Roblox were designated in the same announcement, but as VLOPs, platforms. It is the first AI chatbot to be classified as a search engine.
The DSA threshold is 45 million average monthly users in the EU. According to reporting, OpenAI declared that ChatGPT's search feature averaged 159 million monthly active users in the EU over the six months to March 2026 — more than three times the threshold. Reddit declared about 57.2 million and Roblox around 48 million.
From notification there are four months — that is, until January 2027 — to meet the law's heaviest obligations: assessing and mitigating systemic risks around illegal content, effects on minors, users' physical and mental well-being, fundamental rights, electoral processes and public security. Add independent external auditing and an obligation to provide data access. Non-compliance carries fines of up to 6% of global annual turnover.

What OpenAI announced the same day
Advertising in ChatGPT reached $1 billion in annualised revenue roughly 200 days after testing began, in February 2026. The ads already run in more than 40 countries.
And the step that matters most to anyone working in Europe: on that same 31 August, OpenAI opened self-serve ad buying across 31 European markets, alongside India, the Middle East and North Africa — until then access ran only through partner agencies. It is limited to advertisers in approved categories whose ads clear the platform's policy checks. In India, which went live the previous week, the launch had 50 brands and partnerships with WPP and Omnicom, and the ads manager for local advertisers opens on 4 September, with a minimum daily budget of ₹725 — about $7.60.
OpenAI's Dave Dugan summed up the intent: opening the opportunity to “businesses of every size — from startups building their first campaign to global brands.” The stated target is $2.5 billion in advertising revenue in 2026.
⚠️ One correction worth making, because it circulated wrongly in several newsletters: the ads appear for people on the free plan and also the Go plan, not the free plan alone. Plus, Pro and Enterprise subscribers do not see ads — for now.
Why the two stories are one
Look at the path Google took: first it became the place people search; then it was regulated as such; then it started selling the space where the answer appears. ChatGPT has done all three — and the last two on the same day.
The practical consequence is single and large: the AI's answer has stopped being an exclusively organic space. Until August, appearing in a ChatGPT answer depended entirely on being cited. From now on there is a second lane, and it is bought.
What changes if you own a website
The organic lane did not lose value — it gained some. That is what happened in traditional search: once paid space appeared, those already cited organically began saving exactly what everyone else had to spend. The difference is that this time you can see it coming instead of discovering it afterwards.
Being cited is not traffic, and it still isn't. For anyone operating in Europe, the window has changed size. From today a European business can buy ads inside ChatGPT on a self-serve basis, across 31 markets. In Brazil the inventory has not opened. That means there is an interval — and it is inside that interval that organic work costs less than it will cost later.
There is a good side effect to the regulation. External audits and a duty to provide data access are exactly what is missing today in order to measure how AI chooses what it cites. If the DSA is applied as written, for the first time there will be verifiable information about it — not only the reverse-engineering the community has been doing on its own.
What to do over the next few weeks
1. Find out whether AI cites you today. Ask ChatGPT, Gemini and Perplexity about your category and your city, the way a customer would — and write down who appears in your place. It takes twenty minutes and it is the only measurement you have before competitors start buying space.
2. Fix what makes a page citable. A direct answer at the top of the text, verifiable data instead of adjectives, explicit authorship, and the same name, address and phone number everywhere. That is AEO work, and the ads have not changed it.
3. Do not confuse being cited with getting visits. They are different metrics and the second does not follow from the first. Measure both.
4. Do not build a budget on an auction that does not exist in your market yet. When it opens, the opening price will be low — as it always is at the start of new inventory. Planning today for a channel that has not opened is spending attention in the wrong place.
Two honest caveats
“Annualised revenue” is not the year's turnover. It is the current pace projected over twelve months. It is a legitimate figure and it is how the industry communicates, but it does not mean OpenAI has received a billion dollars. For scale: the company posted a $38.5 billion net loss in 2025 on $13.07 billion of revenue, and the advertising milestone was presented as proof of diversification while preparing to go public.
And the European decision does not apply outside the EU. It binds OpenAI before the European Union. What it creates is precedent and vocabulary — and, in practice, it changes the product for everyone, because no company maintains two different ChatGPTs.
